Sounds good to me.

In my town there is an absentee owner who hasn’t mowed his lawn yet this year, and his two-and-a-half foot high weeds sit next to a beautifully maintained house that is up for sale.

If I am not mistaken, there is some law in the Code of Hammurabi to this end.

If you don't keep your property up, you get dinged somehow. Maybe lose some digits.

If not Hammurabi then it was some Sumerian nutcase ruler in the Bronze Age who first thought this up.
