The short form Hawaii Certification of Live Birth that appears in scanned in form on the factcheck.org website is all that is needed to receive a passport or a social security card as it is the only birth certificate that the state of Hawaii issues.

You are wrong on 2 points. First the COLB is NOT a copy of the original. It is a summary. Second, it is NOT the only copy that Hawaii issues. This is from one of their websites:

When applying for an application for DHHL (Department of Hawaii of Home lands) it states the following: In order to process your application, DHHL utilizes information that is found only on the original Certificate of Live Birth, which is either black or green. This is a more complete record of your birth than the Certification of Live Birth (a computer-generated printout). Submitting the original Certificate of Live Birth will save you time and money since the computer-generated Certification requires additional verification by DHHL. When requesting a certified copy of your birth certificate from the Vital Records Section of DOH, let the clerk know you are requesting it “For DHHL Purposes,” and that you need a copy of the original Certificate of Live Birth and not the computer-generated Certification. If mailing in your request form, please fill in “For DHHL Purposes” in the “Reason for Requesting a Certified Copy” section. (See example on page 6.)

What part of “This copy serves as prima facie evidence of the fact of birth in any court proceeding” on the bottom of the short form Certification of Live Birth didn’t you understand?
All that any Hawaii resident is required to present to validate Hawaiian birth is that document.
Applying for NATIVE Hawaiian status under homelands statutes is not the same as simply verifying birth in that state.
