That depends on what they consider the definition of what a (nuke) is.

Translation: Robert Gates doesn't want to have the comments attributed to him. HE is the 'anonymous source', and is complicit in the Bush Administration's abysmal legacy-building efforts to get an agreement, ANY agreement with Pyongyang so Jorge can ride off into the sunset waving a piece of paper just like Chamberlain, "peace in our time for the Korean people", yeah right.

Almost sounds like: “by enacting more gun control laws, criminals will be less likely to have guns”
