Although he only promised that "non-emergency" bills would be posted for 5 days.

Still, so far, no bill has been up for 5 days prior to him signing it. The Ledbetter Equal Pay Act was signed about 2 days after it passed.

And the 156% tax hike on cigarettes was signed only hours after it passed the House.
