Don’t all cars sold in the U.S. have to abide by the dictates?

It depends. The CAFE standards regulate fleets, that is, all of a manufacturers’ products, not individual vehicles. You might still be able to buy large, safe, vehicles made in this country, but the price will be inflated because you will be subsidizing the production of the company’s eco-deathtraps that people don’t want to buy. People can go to say, Europe, and buy a new Volkswagen or Mercedes, and import it into the U.S.
