The Vitter amendment would require the Census Bureau to ask questions about citizenship and immigration status as part of the 2010 decennial census, brining with it serious implications about a variety of issues. Census data will be used to “apportion” Congressional seats to each state. If non-citizens are used for purposes of Congressional apportionment, nine states with lower illegal immigration and lower foreign-born populations would end up losing a seat in the U.S. House of Representatives, while four states would pick those seats up.
The implications are that the inclusion of non-citizens for purposes of House apportionment would reduce, or dilute, the political influence of citizens in House elections.
In addition, because House apportionment also determines the number of Electoral College votes each state has, the inclusion of non-citizens for apportionment purposes could also determine the outcome of Presidential elections.
For example, when nine House seats are given without regard to citizenship, that necessarily takes away nine seats from other states. This could potentially create a swing of 18 electoral votes in a Presidential election. Such a swing would have been more than enough to change the outcome of several recent elections.
Another area where the Census will matter is with respect to the distribution of federal funds under programs based on population. According to the census bureau, state populations are used to determine how nearly $400 billion is allocated in federal spending every year. If the census does not ask citizenship and immigration questions, states with higher illegal alien populations will get more federal funds at the expense of states with lower illegal alien populations. As a result, a few states will get money they shouldn’t, while the vast majority of states will be short-changed.
Last week, several Members of the House held a press conference to voice their opposition to the Vitter Amendment, including Rep. Nydia Velazquez (D-NY), Rep. Mike Honda (D-CA), Rep. Barbara Lee, (D-CA) and Rep. Joe Baca (D-CA). Velazquez, Honda and Lee are respectively the chairs of the Congressional Hispanic Caucus, the Congressional Asian-Pacific American Caucus and the Congressional Black Caucus. The media failed to point out, however, that each of these members were also from either New York or California, which are two of the states that benefit most from the inclusion of non-citizens, including illegal aliens, in the apportionment process.
It also becomes apparent why Rep. Joe Baca introduced H.R. 3855, the “Every Person Counts Act,” on October 20, 2009. This bill would require including illegal aliens for purposes of the Census. In his press release, Congressman Baca wasn’t shy about the fact that he wants illegal aliens to skew Congressional apportionment, Presidential elections and Federal funding in favor of his home state of California.

If illegal aliens are counted (validating their violation of legitimate US laws), then I will refuse to answer any questions at all.
Can citizens ignore inconvenient laws with impunity also?

An immigration judge recently refused to grant "political asylum" in the US to a Honduran national who was claiming "persecution" ........... and the monetary benefits that come with it.

The SS checks can amount to $1000 a month, and more. The category was created for those coming from eastern Europe and other Soviet satellite countries circa WW II....and they're STILL collecting. Just another way these connivers drain the US Treasury.

(F) Demand that Congress stop ignorng the Federal Immigration and Nationality Act that makes it a crime to harbor, aid or abet illegal aliens. Punishment includes fines, imprisonment and confiscations of property. ANYONE who is aware of illegals and does not turn them in is breaking the law and could be charged with aiding and abetting.

NOTE WELL Both types of illegal immigrants are deportable under Immigration and Nationality Act Section 237 (a)(1)(B) which says: Any alien who is present in the United States in violation of this Act or any other law of the United States is deportable.

All residents have for years been counted for the census and subsequent reapportionments and redistricting.
What I wonder about is this: why is there no move for a constitutional amendment that would change this? My guess is that a short, simply worded amendment understandable by pretty much everyone would sail through a sufficient number of state legislatures.
We probably should count everyone here. But that doesn’t mean that we should have to allow people who have no right to be here to be represented either in Congress or in their state legislatures.
And I’d note that the vast majority of people who are here legally have opportunity to become citizens pretty quickly (just to get rid of the taxation without representation argument).
Will be interesting to see if the government prosecutes the people who refuse to answer all the intrusive questions, while continuing to ignore the illegals.
This goes for everyone. Be they from Mexico, Iraq, Ireland, the UK, Botswana, or Israel. For at any minute they could just pack up and leave for their *other* home country. Like Rahm Emanuel did during the Gulf War. So counting dual citizens and illegals in the census is basically fraudulent. It makes the purpose meaningless and the results bogus.

Mexicans urged to participate in US census
The Mexican consulates in Los Angeles, California, and Miami, Florida pointed out that the participation in the 2010 US census of Mexicans residing in the US will be fundamental for assigning up to 300 billion dollars annually in social programs during the next 10 years. Their report indicated that the 2010 census will be crucial to determine federal and state funds to be applied toward the Mexican origin population. Specifically, the results will determine the spending of such funds on programs of transportation, health, education, infrastructure and assistance to vulnerable populations, including those who do not speak English well. In this sense, many of the government social programs benefit Mexicans residing in the US and therefore their participation in the census is necessary. Traditionally, Mexicans and those of Mexican descent in the US (estimated to be more than 31 million) tend not to participate in the census, making them hard to count.
