There are more than 80 refineries but if you hit the top 80, you will do the most damage.
As for the damage and how long it would take to get back on line, it all depends on the specifics of the actual damage inflicted. If they hit the storage tanks, big fireball but not much real damage to the refining capacity. On the other hand, a good shot could cause so much damage as to make it next to impossible to restore without a complete rebuild.

About 11:08 a.m., on May 11, 1976, a Transport Company of Texas tractor-semitrailer (tank) transporting 7,509 gallons of anhydrous ammonia struck and penetrated a bridge rail on a ramp connecting I-610 with the Southwest Freeway (U.S. 59) in Houston, Texas. The tractor and trailer left the ramp, struck a support column of an overpass, and fell onto the Southwest Freeway, approximately 15 feet below. The anhydrous ammonia was released from the damaged tank semitrailer.

My assumption is if such attacks were planned they would be planned well enough to inflict maximum damage. However, it would depend on the ultimate plan. If they had the military and everything else in place in order to control the population they would need only to create a stir, the appearance of a massive attack. That would mean hitting the storage tanks and the huge fires would have the necessary dramatic effect but leave the refineries intact for themselves and their future.
However, it has long been part of the Communist and the Muslim doctrines to completely destroy a country or society and then rebuild it in their own image. Look what they are doing to the U.S. economy under the guise of stimulus. Logic does not always, if ever, come into play with those people.

Look at who raised him. Look at with whom he surrounds himself. If there is a true blue American anywhere in the bunch he is well hidden. In fact, a good case can be made that the tail wags the dog, that he is simply the figurehead.
He has been managed all his life. Someone else has always paid his way and planned his next step. Someone else, Bill Ayers, wrote his books and someone else writes his speeches and sets the agenda. He can barely read the speeches written for him and he makes blunders, such as corpse men, that would get any Republican crucified.
We must stop pretending the above is not true and face it as it is. The Left is good at sleight of hand and at erecting straw men. We must stop reacting to those and look at the man behind the curtain. In this case the curtain is a thin veil through which we can easily see. We must call them out on it.
