If offering amnesty is a practical solution then that solution may also afford the nation a practical way to solve the problem with the illegal drug trade. All the nation need do is to grant the illegal drug dealers undocumented pharmacist status. There would be no requirement to amend the laws against the use of controlled substances; just ignore them.
It may work and if we played our cards right we could tax the sale of products the "undocumented pharmacist" prescribe. Actually, there is no reason to stop there; the government could pass laws forcing the citizens to purchase the products. Additional funds could become available by collecting fines and fees from the citizens for failing to make said purchases.

First, let me address your title - NO! Deporting solves illegal aliens (there is no such thing as illegal immigrant).
Second - I think you should offer your idea as a compromise to the current administration. I’m thinking it might grow teeth since they are way too busy to address the issue and help the legal citizen. And, those mad, spending liberals are looking for money to waste.
Heres some of the disastrous measures ultra-liberal Teddy Kennedy used to trash our culture. Kennedy was in a class by himself when it came to destroying our borders and our quality of life. He died, after promoting Obama, knowing Obama would continue destroying our borders.
Kennedy pushed SEVEN amnesties into law. Eeven though it was said to be the goal, none of it was ever followed by a reduction in illegal immigration.
1. In 1986, Ted Kennedys blanket amnesty for 2.7 million illegal aliens promised a lot more enforcement but did not set any requirements for actual reductions in illegal immigration.
2. In 1994, Ted Kennedys Section 245(i) Amnesty gave legal residence and jobs to 578,000 illegal aliens. It was a temporary rolling amnesty primarily for extended family members of immigrants who instead of waiting in line, come on to the country illegally.
3. In 1997, Ted Kennedys extension of the Section 245(i) rolling amnesty was followed by an increasing flow of illegal immigration.
4. In 1997, Ted Kennedy also won an amnesty for close to one million illegal aliens from Central America. Illegal immigration sped up some more.
5. In 1998, Ted Kennedy won an amnesty for 125,000 illegal aliens from Haiti.
6. In 2000, Ted Kennedy got the so-called Late Amnesty, legalizing another 400,000 illegal aliens who claimed that they missed out on Kennedys 1986 amnesty.
7. In 2000, Ted Kennedy also won the LIFE Act Amnesty for an estimated 900,000 illegal aliens. It was another reinstatement of the rolling Section 245(i) amnesty...an estimated 900,000 illegal aliens. Illegal immigration accelerated.
It would be a fatal folly in today's political climate. Maybe after 0bama and his Dem machine are routed out of DC...but not before.
