'Shall issue' gun law sparks surge of new permits(IA)

WAVERLY, Iowa --- The sound --- a sharp, short crack --- evoked a range of reactions.

There were startled jumps from the inexperienced and subtle twitches from seasoned hands. For them, the sound of a .380 shell being expended wasn't unusual. Waverly native Jean Doeppke then fired four more rounds at a paper target.

Afterward, Doeppke wasn't sure how well she did. It was her first time shooting her new handgun, which she bought at a sports shop in Waverly. The decision to buy the gun wasn't hard.

"I just took off and decided I'd get me a little handgun," she said.

Doeppke was one of 29 people to take a safety training course offered by the Bremer County Izaak Walton League two weeks ago, a requirement to get her concealed weapons permit.

Firearms legislation will likely be a hot topic in Iowa next year following a change in Iowa's weapons permit law at the start of this year. The law obligated county sheriffs to issue gun permits to anyone meeting state requirements rather than giving them discretion over whether a permit may be issued.

Proponents say the law creates a standardized permit system. But law enforcement officers and some trainers worry safety training --- a vital permitting requirement --- hasn't been clearly defined in the code.

There have not been any problems in states that have minimal or no training requirements.

Pennsylvania has never had any training requirement. You don’t see news articles about PA CCW holders shooting up the landscape. We know enough to get trained even without a requirement.

—exactly—South Dakota is a good example and furthermore, honors all other state permits-—

I renewed my permit a few months ago. Training was decent, and the legal go through was excellent.

The biggest part of training has to be outside of the class room. Time at the range, practice draws, and experience.

So far there has not been one accidental shooting since the new law.
