If Texas taxed the oil companies operating in Texas and sent checks out to the public, they would be contesting the top spot, but windfall taxes on Oil and gas companies is a Democrat thing. Also being the 2nd most populous state, the checks would be rather small. You would also have to factor in that there is very little public land in Texas either federal or state. It's almost all private.

I don’t know about that. Isn’t Fort Hood one of the largest military bases in the U.S. Definitely top 10 for sure.
