There was no chance that Democratic legislators would fashion a new state budget before last Tuesday's primary election, since budget votes could have become campaign ammunition.
However, that leaves just a week before the June 15 constitutional budget deadline with legislators' salaries at risk if they don't make it. And with at least a $16 billion deficit to close, they can't skate by merely assuming voters will pass new taxes in November.
They will plug in that assumption, certainly, but that still leaves about $7 billion in income/outgo shortfall to be covered.
Democrats are balking at Gov. Jerry Brown's plans to slash $2 billion-plus in health, welfare and child care services to the poor, disabled, elderly and young.
Brown says he wants permanent cuts in those services not only to balance the budget, but to establish credibility with voters who will cast judgment on his income and sales tax package.
Democrats are scrambling for alternatives, such as reducing or eliminating the billion-dollar reserve Brown has built into his budget or adopting more of their infamous gimmicks that have backfired in the past.

It really is crazy. There is so much unneeded spending here, and the tax base is so large, that the taxes need to pay for just the necessary stuff would make us the lowest tax rate state in the union. In Art Laffers new book there are apparently hundreds of CA agencies, offices, and departments that shouldn’t even exist. Cavuto read off a dozen the other day and I thought he must be joking they were so absurd.

I live here and in my neighborhood, dozens of current and retired cops, firemen, teachers, bureaucrats, politicians and utilty retirees show their new boats, cars, RV’s and remodeled homes while I work 10-12 hours per day to keep my family going (not complaining, just saying).
The best is when the UC Davis professor and the East Bay MUD engineer were speaking about their two-week Maui vacations...one drives a Lexus and the other has a new Volvo.
The public employees live large and we pay for it...it is going to be a rude awakening soon for these people.

Like the hopeless alcoholic who wakes up one afternoon in a dumpster covered in his own urine and vomit, California must “hit bottom” before any real recovery can begin. The sooner California goes belly up, the sooner it can rejoin America. Of course, much of that will be up to the voters there. I am not counting on taxpaying Californians who inexplicably vote Democrat finally pulling their heads out of their asses, but who knows?
In any event, thank God we have a Republican House that can protect the rest of us from having to bail the place out. When the time comes and California goes whining to the federal government to save them, we normal, working, taxpaying Americans will need to mobilize and demand that our representaives tell California to go pound sand... not one thin freaking dime.

Government doesnt provide services to rich people, Mike Genest, the states finance director, said on a conference call with reporters on Friday. It doesnt even really provide services to the middle class. He added: You have to cut where the money is.
