The impasse Franklin spoke of was representation in the Senate. Were the States to be proportionally represented by population or two each? There was no question the States would participate and provide a vertical separation of powers just as important as the horizontal separation of judicial, legislative and executive.
Popular election of Senators was never seriously considered; it was certain to lead to an all powerful, consolidated government.
Unless this nation returns to God, it is doomed.
