What business did these people have using prime real estate for a non profit govt organization? Who in the govt was enabling this? What kind of special did they convince themselves and the locals they were? How much we’re they confiscating from the students? And how much power were they going to wield on the upbringing of or children did they also feel entitled to?

It is just one of the worst formative mistakes to rip weapons from a boy. For all their self importance they don’t know the first thing about what they are doing. They cannot frustrate that primal need for a boy to master weaponry without serious consequences. Are you sure you were downtown? Department of Education buildings are on Riva Road which is a way from downtown. Perhaps you thought it was downtown but you were at another part of town. Trust me, I can understand getting things messed up as Annapolis is pretty spread out somewhat.
This is not a male/female thing. This is a LIBERAL/CONSERVATIVE thing. Hint: Many young girls also play with cap guns, and not all women are femi-nazi morons.
