A hoodie is the universal uniform of thuggery. It puts the public on notice that the person under the hoodie is a criminal, seeking not to be identified. I don’t know what their concern is. They all look the same to me.

And it will be pointed out to you, in case you didn't know it, that not everyone who wears a hoodie is a thug. And that's true, of course. But then again, not everyone who wears a sheet and pillowcase is a Klansman.
