The first trim of EPA’s power is to define what is a “navigable” water way and what is a wetland. Rather than use loose and vague language, define it specific terms such as gallons per min flow rate or average annual depth/width etc.

We had several thousand other miners who are what are called a warn notice, meaning they're potentially going to be losing their jobs. That doesn't even count the transportation job, the electricians, the tire distributors, all the other jobs that go with coal mining, Capito said. Coal is our base load fuel.Once you have gotten a "warn notice" you have lost your job, nothing potential about it, it's the required 60 day notice.

we need to impose a requirement on the EPA to do a benefit/cost analysis on any new regulation along with the newer ones. Make sure they include the cost of global pollution created by off shoring manufacturing to countries with weaker environmental laws.
If projects are required to do environmental studies let’s impose similar requirements on the EPA.
