Quoting Mr. Smith: “I am a public defender in a large southern metropolitan area. Fewer than ten percent of the people in the area I serve are black but over 90 per cent of my clients are black.”

Is that not where he formed his conclusions ? Isn’t that why he even made the statement ?

A significant percentage of black men are in prison, on parole/probation, or awaiting trial. This perhaps does not include blacks engaging in criminal behavior who escape the justice system (26% of Chicago homicides last year were solved).

He is also dealing with family and friends of accused, as well as black crime victims/witnesses.

Presenting his experience as being confined to some small, distinct, non-representative subset of the black population is absurd.
