Technically true, sort of.

The president can enter into an “Executive Agreement” but, that treaty or contract can be undone with the stroke of a pen by the next President, by way of “Executive Order”.

Without a 2/3rds consent by the Senate no “Executive Agreement” carries any real obligation and is unenforceable.

In fact, if the present does enter into a treaty The House can simply ensure its failure by withholding funds to finance is operation.

Further, The Constitution clearly states that all treaties must be submitted to the Senate for advise and consent.

Without the consent of a 2/3rds Senate majority the agreement is pretty much done.

Ratification is defined, in the United States, as emanating from a duly authorized and assembled “Quorum” of Senators.

So, the author is dealing in obfuscation.

The reporter is ignorant of our Constitution. The Senate ratifies treaties. 2/3 must say yes.
