The GOP-E could win the presidency while maintaining control of Congress, but yet McConnell would then claim that he could do nothing until the SCOTUS justices and those of all the other federal courts were re-appointed.
Or in other words, IT'S NEVER ENOUGH!!!

Congress has to vote to fund it in the first place. I’d congress refuses, Obama can’t force them to fund it. A shutdown would loom, and Cruz is one of the few senators willing to take on Obama.
