Complete waste of time.
The Founders believed that a permanent standing army was a threat to liberty so they wrote in Article 1, Section 8: "To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years".
An amendment such as the one that you've proposed above would be treated just like military funding is today.
I fear that is true.
The real solution is simpler. Governors must retake their 10th amendment powers, they must resist, if they can't then it is over in any case.
