When you can’t make a decent profit otherwise. If you are a company with stockholders, you’ll go down the tubes pretty quickly when your stock price continues to drop or no dividends are paid.
Of course I understand why individual companies do it, what I don’t understand is why a country would actively encourage it from a policy standpoint.
