Full Title: Justice: How Can Govt Function If It Cant Make People Do Things They Believe Will Damn Their Souls?
All of the world's great religions have made it clear that the wanton destruction of innocent life is sinful or "Damning". It is clear that government would abandon its legitimacy if it forced practitioners of a particular faith to abandon this principle.

When the Draft is on, conscientious objectors to war generally (the actual Amish?) do have an ability to avoid service.
Similarly, there should be an exception for people required to provide what they see as the murder of babies.

But if thats always going to be substantial, how will we ever have a government that functions? How will we ever have anything that the government can demand people do in objecting

With that kind of response, from the Wise Latina, I'd be more inclined to ask why God is so long-suffering, and patient, to refrain from raining down fire and brimstone on such a Government/Nation that compels its citizens to 'do things that will damn their souls'...
Although the Wise Latina, probably hasn't cracked open a Bible in a while, she should remember it is better to suffer death than to be cast into Hell for eternity. Fear God, not man.
