I suppose the BLM is claiming land between the flow of the Red River and the vegetation line, west of the 98th meridian and the north fork of the Red River.

Per the BLM link, It is extremely complex

One wonders how large the actual parcels are that make up the total 46,000 (90,000) acres apparently involved

I guess it matters most where oil is involved
