Since when does anyone need permission from a court to release information, "Sibley wanted the Supreme Court to lift a lower court order, in place since 2007, that bars him from releasing any information about her records."
So...since about 2007.

He has said that if the SC doesn't let him release the names, he will violate the restraining order and do it anyway.
He tried to have his motion granted before risking legal troubles.
