What crime would you charge and convict them with?

I imagine you would charge him under the same statute that would apply if you yelled 'Fire!' in a crowded theater. Reckless endangerment? Communicating a threat? I'm not a lawyer.

A number of restaurants have fallen for this, so it's not just one manager.
