The Mexican Police have one of the lowest rankings in the world for performance and effective service, according to the 2016 World Police and Internal Security Index. The organization placed Mexico in the 118th position out of 127 countries that were evaluated.
The diagnosis made by the International Association of Police Sciences uses four main areas of a police force: capacity, process, legitimacy and results.
Mexico scored an overall rating of .394, which ranked below Sierra Leone, Honduras, Zambia, Liberia, Tanzania, Guatemala, Guinea, and Nicaragua.

Yet America refuses to secure the border.
Police traditionally have been poorly trained and underpaid.
Police expect bribes for doing their job because they can’t live on what they have.
In Mexico, “la mordida” is a way of life.

I wonder about that. At least on the surface, a POlice force in a police state would logically be the best. At least the most efficient.
My personal opinion is, any country that has police “departments” should score much higher than a country with a police “force”. Same with city, county, state here. We all know the Federals have police forces.
Every morning in the Mexican restaurant where I had breakfast two policemen would arrive. While one sat in the car the other carried in a clipboard, which the manager signed. I asked the manager, what is that about?
He answered, “It used to be that the police would come in and take somebody away and they’d never be heard from again. This was not that long ago. Now, under the new commander, I certify each day that yesterday no police took somebody away. It works great.”
Most people join a police force to help stop crime. In Mexico you join the police to get in on the action!

Some years ago a news team had a series about stolen cars ending up in Mexico.
one edition they sent a reporter to the employee parking lot behind one of the main Police Department in Laredo and they discovered that most of the cars in the lot were stolen from the USA.
Now consider what the importation and imposition of that outlook on America might mean to the rest of us.

Additional anecdotes:
1) Some kid drove down to Tiajuana and had his truck stolen. He reports it to the police, one of whom tells him to get in the cruiser with him and they will search for the perp. The kid spots the truck and the cop zooms in for the arrest - then suddenly veers away. The kid later found out it was the mayor's son who stole the truck.
2) In another article, the real eyebrow raiser was that Mexico City cops were renting out their uniforms.
