So why wasn’t “Gorelick’s Wall” repealed on January 20, 2001 or the first business day soon after?

Did Gorelick possess some magical power that rendered Dubya unable to repeal this policy once he became President?

Somehow Dubya did manage to quickly do Senator No Borders Spencer Abraham a favor and reverse Clinton’s policy that allowed profiling of Arabs at our airports. As weak as that was it was too un-PC for President Islam Is A Religion of Peace.

I think the reason for the wall between the CIA and FBI was because Bill was making deals and getting cash from the Chinese. The CIA might find out about it, but Bill could not be prosecuted for it if there was a barrier to the CIA from giving evidence to the FBI.
