Yep read the notes to the Amendment by the sponsor.

Senator Jacob Howard (R-MI), the sponsor of the citizenship clause of the 14th Amendment stated specifically that its meaning “is simply declaratory of what I regard as the law of the land already. This will not, of course, include persons born in the United States who are foreigners, aliens, [or] who belong to the families of ambassadors or foreign ministers.”

Birthright citizenship was never intended to be a byproduct of the 14th amendment by those who wrote, sponsored or passed it. The fact that the meaning of the 14th amendment has been twisted to give citizenship to the offspring of illegal invaders is a glaring example of judicial activism in its most perverted form. It obviously makes no sense from a historical or even a common sense point of view. If the country is to have any chance of surviving in a form envisioned by our forefathers the concept of “birthright citizenship” must be stopped dead in its tracks.
