Immediately pull all Federal Funding .
Close all military bases.
If, and that is a big if, California were to secede, then the Northern and Mountain counties would secede from California as West Virginia did from Virginia in 1861. And... the Federal Government should keep the San Diego Naval Base and other military installations as we have done with Guantanamo Bay in Cuba. What remained of California would eventually be anexed by Mehico. Just another Spanish speaking third world dive.

Love it - I was thinking similar - if they become a foreign country, we can conquer them for national security reasons - with lots of strings attached to the restructuring.
