It’s candied bacon. It must sell well. It is served with some kind of pickles according to the menu.
It’s apparently a specialty of the Chef which he’s offered at other restaurants, and gets very good reviews:

Oh! didn’t see the menu in the article *good thing! :-)* Candied bacon is good. Toss the strip of un-fried bacon in brown sugar, bake it till caramelized and serve. Yum Yum. Chocolate covered bacon is also seen on occasion - like bacon stirrers seen at some bars. All this bacon on menus must be the reason ‘they’ now report America is suffering from a bacon shortage.
