The guy should have been on some form of flight control in the area. I suspect he was simply following direction from someone. A flight controller may have been the problem.
This is a layman’s take on it, so I would welcome someone correcting me if I’m off base.

Trump needs enhanced security due to deranged people whipped up by nevertrumpers and hateful media - There is no telling what may happen. I mean holding a gay dance party outside Ivanka’s home. WTH? Media taking potshots at Melania, the 10 year old, anyone.
