Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack

The EMP Commission was established pursuant to title XIV of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public Law 106-398; 114 Stat. 1654A-345). Duties of the EMP Commission include assessing:

- the nature and magnitude of potential high-altitude EMP threats to the United States from all potentially hostile states or non-state actors that have or could acquire nuclear weapons and ballistic missiles enabling them to perform a high-altitude EMP attack against the United States within the next 15 years;

- the vulnerability of United States military and especially civilian systems to an EMP attack, giving special attention to vulnerability of the civilian infrastructure as a matter of emergency preparedness; the capability of the United States to repair and recover from damage inflicted on United States military and civilian systems by an EMP attack; and

- the feasibility and cost of hardening select military and civilian systems against EMP attack. The Commission is charged with identifying any steps it believes should be taken by the United States to better protect its military and civilian systems from EMP attack.

Multiple reports and briefings associated with this effort have been produced by the EMP Commission including an Executive Report (PDF, 578KB) and a Critical National Infrastructures Report (PDF, 7MB) describing findings and recommendations.

The EMP Commission was reestablished via the National Defense Authorization Act for Fiscal Year 2006 to continue its efforts to monitor, investigate, make recommendations, and report to Congress on the evolving threat to the United States from electromagnetic pulse attack resulting from the detonation of a nuclear weapon or weapons at high altitude.

It was a typically biased committee that had financial incentives to write a paper asking for more money for their organizations to “study” EMP.

Wrong. An EMP cannot do that. If it did, ask yourself how did we ever record nuclear tests if it destroys all things electronic and electrical.

You didn’t read it. If you had then you might have been able to poke all kinds of holes in it and you wouldn’t have posted it.

The commission made assumptions after assumption and wild statement after wild statement.

In no way was it a peer reviewed scientific paper. It was a loosely written publication by a commission of people with financial interests in scaring congress into giving them more money; just like global warming scare mongers.

Wrong conclusion, and ignorant of our nuclear detection systems, not to mention ignorant of nuclear materials, which can track any and all nuclear materials. We don’t need to physically inspect each container to know if any particular container has nuclear materials in it.

Wrong-—Many nuke tests done at ground level, or underground. Not in the earth’s atmosphere, at least that I’m aware of.

The US did many above ground tests. Maybe you are too young to know that, but google it, then answer if an EMP, which all nukes give off, was so powerful and will destroy all things electronic and electrical how did we use electronic devices to record them?

The dumbing down of America on display. Our education system has created generations of uneducated and superficial thinkers that drive their actions from unfounded emotions.

Correct. John Wayne was exposed while shooting a movie in 1956.

To get a widespread EMP, you need to be in the 100-200 mile altitude range. A missile is required. The stuff you’re describing wouldn’t get there.

What most people fail to remember is that most of our electrical power transformers are no longer manufactured in quantity in this country.
Our own domestic production of electrical transformers is woefully inadequate to our needs.
ONLY seven percent (7%) are manufactured domestically :

Most of our electrical transformers are manufactured in China (the industry exported to China years ago due to lower manufacturing and fabrication expenses).
Even then, most transformers are pre-ordered prior to 'need', and they are already on "back order" lists.
And now, consider which country props up the Norks economically, food supplies, transportation, and fuel (oil and coal).
When Washington talks about imposing a duty tax on all Chinese goods due to a trade debt/imbalance, how do you think China will respond ?
Unfortunately, we are more dependent on China to maintain our electrical supply than we should be.
This is part of the national conundrum regarding North Korea.
William R Forstchen's book :" One Second After ", and the subsequent book, "One Year After" should be in every preppers library for what might/ could occur.

Wrong again. And EMP device is targeted and we may not even know that it was ignited except that everything stops working. It isn't designed to kill but to disrupt which will result in chaos.

As a matter of fact the emp affect is incidental from a standard nuke device.

At the right altitude an emp blast can do more damage than the nuke. Close to the ground, half of the emp energy is absorbed into the ground, at altitude, the range is greater and the area coverage us greater. Higher altitude ignition improves the odds of success too.

The other one that's worth reading is the Commission to Assess the Ballistic Missile Threat to the United States from 1998 headed up by Donald Rumsfeld which looked at North Korea and its Taepo Dong 2 (TD-2) ballistic missile and its capabilities to hit Hawaii, Alaska and potentially westernmost cities into the midwestern United States.

The report also states:

North Korea maintains an active WMD program, including a nuclear weapon program. It is known that North Korea diverted material in the late 1980s for at least one or possibly two weapons. North Korea's ongoing nuclear program activity raises the possibility that it could produce additional nuclear weapons. North Korea also possesses biological weapons production and dispensing technology, including the capability to deploy chemical or biological warheads on missiles. North Korea also poses a major threat to American interests, and potentially to the United States itself, because it is a major proliferator of the ballistic missile capabilities it possesses-missiles, technology, technicians, transporter-erector-launchers (TELs) and underground facility expertise-to other countries of missile proliferation concern. These countries include Iran, Pakistan and others.

It was well known as recently as 1998 exactly what a threat North Korea was. Yet the Clinton, Bush and Obama Administrations coddled and were extorted by the NK regime into feeding them and providing other forms of support.

In short: Our Government kept kicking the can down the road because they were too inept, cowardly or both to deal with the growing threat of the Nork's and here we are today facing the expressed threat of an EMP attack by the Nork's against the United States of America.

As much as the politicians want to say "the Nork's were 10 years further along than we thought they were" that's a flat-out LIE. This is not an intelligence failure. This is a failure by the US Government to ACT when ACTING would've likely saved far more lives than it would've cost.

I don't say this with any glee as I have two draft-age sons (should it come to that) however it's sure looking increasingly like we're going to be pushed into a war that could've and should've been avoided by three past Presidents and their Administrations/Cabinets.

Our life is very vulnerable. And recovery won’t be a week or two but months and years.

Harvey is nothing in comparison.

We had a major snow storm a few years ago and people started to panic when the stores ran out supplies. That was after a couple of days.

What kind of education do you have to think a nuclear blast has no visible signature, no heat, no nuclear radiation and would go unnoticed? Do you really believe EMP is some kind of stealth device?

You believe all that childish EMP crap yet you know nothing of nuclear detonations or the nuclear detection capabilities, which, BTW, are on nearly every single US satellite including GPS, of the US?? Really? That ignorant of it all?
