It’s inevitable - I don’t care how many “safeguards” you build in, once you create and empower such organizations, sooner than later powerful people will use them to safeguard their powers and destroy their enemies.
It’s Human Nature 101.
And yet weaponization was held off until Bill Clinton, ie, Filegate. Richard Nixon would have been the perfect personality for weaponizing agencies, but even he didn’t have the balls for something that heinous.
