I highly doubt that the power lines banged together. Are you stating delivery voltage, or transmission voltage? Poles or towers?
There are numerous reports of downed power lines in various areas. I am hearing them on the scanner here in Butte COunty. So it is very possible that high winds caused downed lines in areas aroudn the North State causing the fire. Makes much more sense than Antifa running around setting fires in various areas of the state...Something I have seen written here.
