benefiting 6 million??? I thought it was 20 million?? Are they admitting it was a flop?

The number who participated in ACA subsidy was the smallest of the 3. The ACA subsidy is actually a subsidy to big insurance and big Hospital and big IT. Anyone who thought it was about the little guy was conned.
