IIRC, the To President has already ordered the government not to collect any more tax penalties shortly after taking office.

Sort of. He ordered the IRS to accept tax returns even if they didn't include the mandatory form that was used to verify health coverage and/or compute the penalties. So if you weren't insured in 2016 and left the form out, you didn't have to pay the penalty.
Anyone who DID submit the form was required to submit it correctly and pay whatever penalty was imposed, if applicable.

The President has already ordered the government not to collect any more tax penalties shortly after taking office. Didn't matter. The IRS assessed the penalty anyway. I got hit with it.
