evidently it was questioned by democrats but had the republican voted for. Otherwise, it wouldn’t have been awarded to the republican. The question probably was a smudge, an extraneous mark, whatever. But there must also have been strong indication it had been intended for the republican.

The standard for election ballots is whether the clear intent of the voter can be determined. For instance if the instructions say to p,ace an “X” in the box and one puts a “check” in the box, the instructions were not followed exactly but the intent is clear therefore the vote is valid and counted.
