Yes most likely, but so will New York and Pennsylvania. Of course Georgia, Florida, and North Carolina will add seats by those very same New Yorkers and Pennsylvanians and of course Rhode Island who found it to expensive but will go down to those states and mess them up like they did their previous home.
You can even build a trend package off this for 2030, and project out that Illinois will likely lose at least one...maybe even two in the 2030 episode. I would suggest that Michigan goes down another in 2030 as well.
I think the more interesting thing here is that you have eleven states where district lines have to be redrawn in 2020/2021. There will be intense battles over the new districts created.

The county I live in (Gallatin) is twice the size of RI.
Additionally, to get to the southern town of Gallatin Co. we have to drive through another state.

The problem is these escapees are flooding erstwhile normal states and bastardizing their elections. For example, VA is screwed and NC is dicey.
