A federal appeals court said Wednesday it will not reconsider its September decision overturning a lower court's order to block the Obama administrations fracking rule.
The Denver-based 10th Circuit Court of Appeals said it was not interested in rehearing arguments to block the Bureau of Land Management's regulations on hydraulic fracturing, or fracking. In September, it said that the case was moot since the Trump administration's Interior Department is moving to repeal the regulation on oil and natural gas drilling on federal lands.

Headline and first sentence contradict each other. First sentence seems to say
1. Obama rule in place
2. Lower court throws it out.
3. Higher court nullifies lower court, keeping the rule in place.
4. Higher court refuses to change their mind because Trump is gonna throw the Obama rule out anyway.

That sentence is incomprehensible; too many negatives. It should read something along the lines of "Fracking approved" or anything else that's readable.
When will journalists start learning the English language?

That sentence is incomprehensible; too many negatives. It should read something along the lines of "Fracking approved" or anything else that's readable. When will journalists start learning the English language? You have to understand. It was easy to be a "journalist" under the Obama administration. All a person had to do was just transcribe what was given to them via FAX from the White Hut. Now, they're struggling having to actually compose sentences.
