There are grounds for denying a FOIA request, e.g. it's classified, etc. and the result is litigation in many cases.
I practiced there for decades and never heard of her.

Government employee attorneys have to keep all sorts of records, (supposedly) use certain emails.
Private lawyers are for-hire gunslingers, and like this woman, are often connected. Bob Dole and Ann Richards both ended up as rainmakers at the same firm on K Street.
