Meh. If they were kept from entering illegally and tried to do a u-turn to escape, and were shot, the argument could be made that they were shot trying to escape the NSA.

People make mistakes and get scared. There is no possible justification for shooting someone who it trying to turn around and leaeve a place they are not supposed to be, no matter how clumsily they are doing so.

We don't give bureaucrats the rights of judge, jury and executioner in the USA. Even at "Top Secret" facilities (in the middle of Maryland with 50,000 employees, it's really not that secret).

The details are not satisfying, at this point.

how long do you wait before you make the decision that that's what they are doing ? Did they blow through what looks like a checkpoint ? What is at Fort Meade that needs to be protected at all costs. ? Is the SUV loaded with C4 ?
In looking at the overhead photo, the SUV was prevented from going anywhere by the barrier.(unless they wanted to blow thru the fence) How long before the SUV (and the people in it) was\were engaged after it was stopped ? At what point were shots fired ?

at this point, way too many questions
