This is about her trying to force kids to associate through her engineering of their social environment. How is it any less "engineered" than the old way, which was alphabetical, with the kids with the A and B names in front and the W's and Z's in back?
It sounds like she is at least mixing it up a little so that different combinations of kids sit together at various times.
