I think judges and courts are more to blame than anyone else.
In the late 1970s the courts ordered Los Angeles schools to integrate. The kids in violent neighborhoods were bussed to nice neighborhoods and our kids were bussed to the violent neighborhoods. We evacuated the Los Angeles School District leaving houses, apartments and businesses empty. Schools were closing down.

Illegal aliens filled the void. Drive-by shootings became commonplace and the Black and Hispanic gangs were at war with each other. Illegal alien witnesses wouldn’t talk to the police for fear of being deported. The city enacted Special Order 40.

Special Order 40 is a police mandate implemented in 1979 by the Los Angeles Police Department (LAPD).
Officers shall not initiate police action with the objective of discovering the alien status of a person.

Officers shall not arrest nor book persons for violation of title 8, section 1325 of the United States Immigration code (Illegal Entry).

After Los Angeles became a sanctuary city illegal aliens became bolder and started moving into the rest of California.

Judge Mariana R. Pfaelzer of the 9th Circuit struck down California’s Proposition 187, a law that was overwhelmingly supported by Californians, 59 percent to 41 percent in 1994. The law would have denied illegals from using free healthcare, public education and social services.
Pfaelzer is thankfully dead. She died in 2015.

We have 3 equal branches of government, the Legislative Branch, A Judicial Branch, and the Executive Branch.

The President occasionally creates an Executive Order.

Laws made by the Legislative Branch involve a great number of people voting and then the law has to be signed by the President.

The Judicial Branch should not be making law, although they have. It was our Supreme Court that made carbon dioxide a greenhouse gas. They changed the definition of a word to allow Obamacare to stay a law instead of having congress rewrite the law and take another vote. They are the ones that overrode state laws that banned gay marriage. They should be reminded what their position is in our country by congress and the senate.

But then we have 700 federal judges and many of them are activist judges appointed by extremists like Obama. There is no way a ten year old could have misconstrued this law dealing with the refugees:

“Public law 414 chapter 2 section 212
(e) Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.”

I have seen where President Trump is dissatisfied with these 700 federal judges. He is appointing conservative judges but that doesn’t do a damn thing if it only takes one individual judge to create law or misinterpret it.

We have to give credit where credit is due. President Trump is on a mission to make sure anyone that makes law is answerable to the citizens.

“We’re going to do rulemaking the right way. We’re going to publish our rules. We’re going to take comment on those rules. We’re going to respond to those comments. We’re going to finalize the rules.”

§1373. Communication between government agencies and the Immigration and Naturalization Service
(a) In general

Notwithstanding any other provision of Federal, State, or local law, a Federal, State, or local government entity or official may not prohibit, or in any way restrict, any government entity or official from sending to, or receiving from, the Immigration and Naturalization Service information regarding the citizenship or immigration status, lawful or unlawful, of any individual.

(b) Additional authority of government entities

Notwithstanding any other provision of Federal, State, or local law, no person or agency may prohibit, or in any way restrict, a Federal, State, or local government entity from doing any of the following with respect to information regarding the immigration status, lawful or unlawful, of any individual:

(1) Sending such information to, or requesting or receiving such information from, the Immigration and Naturalization Service.

(2) Maintaining such information.

(3) Exchanging such information with any other Federal, State, or local government entity.

(c) Obligation to respond to inquiries

The Immigration and Naturalization Service shall respond to an inquiry by a Federal, State, or local government agency, seeking to verify or ascertain the citizenship or immigration status of any individual within the jurisdiction of the agency for any purpose authorized by law, by providing the requested verification or status information.

§1330. Collection of penalties and expenses

(3)(A) The Secretary of the Treasury shall refund out of the Immigration Enforcement Account to any appropriation the amount paid out of such appropriation for expenses incurred by the Attorney General for activities that enhance enforcement of provisions of this subchapter.

Such activities include—

(i) the identification, investigation, apprehension, detention, and removal of criminal aliens;
(ii) the maintenance and updating of a system to identify and track criminal aliens, deportable aliens, inadmissible aliens, and aliens illegally entering the United States; and

(iii) for the repair, maintenance, or construction on the United States border, in areas experiencing high levels of apprehensions of illegal aliens, of structures to deter illegal entry into the United States.

(B) The amounts which are required to be refunded under subparagraph (A) shall be refunded at least quarterly on the basis of estimates made by the Attorney General of the expenses referred to in subparagraph (A). Proper adjustments shall be made in the amounts subsequently refunded under subparagraph (A) to the extent prior estimates were in excess of, or less than, the amount required to be refunded under subparagraph (A).

(C) The amounts required to be refunded from the Immigration Enforcement Account for fiscal year 1996 and thereafter shall be refunded in accordance with estimates made in the budget request of the Attorney General for those fiscal years. Any proposed changes in the amounts designated in such budget requests shall only be made after notification to the Committees on Appropriations of the House of Representatives and the Senate in accordance with section 605 of Public Law 104–134.

(D) The Attorney General shall prepare and submit annually to the Congress statements of financial condition of the Immigration Enforcement Account, including beginning account balance, revenues, withdrawals, and ending account balance and projection for the ensuing fiscal year.

Immigration and national security are issues which are the purview of the federal government, not the states. The federal government is an agreement reached among the states. If you harbor illegals, you are stabbing the rest of the states in the back and reneging on your legal, constitutional agreement to adhere to a common policy on this issue. Illegal immigration is an issue that effects the whole country which is why the founders gave the federal government authority over it.

Is California able to prevent the illegals they harbor from crossing over into neighboring states, transporting drugs to the rest of the country, or planning terror attacks to be inflicted on the rest of the country? Of course not. Their actions endanger the country as a whole, not just their own state, and are illegal.

If a state wants to pass a speed limit of 40 mph, or tax soft drinks at 200%, that’s their business, but California is breaking their agreement with the 49 other states when they undermine federal policy on this issue, which they are constitutionally bound to follow.

Becerra has sued Trump and the feds dozens of time. He's become a real nuisance who's looking for a fight, who actually threatened Trump.

Here is a quote from Mr. Becerra from 9/2017;
