The question is, does that affect only their ability to purchase a handgun under the age of 21, or their ability to own one under the age of 21?
Can I legally gift my 18 year old son a 9MM handgun if I wanted to?
That was the question I do not know the answer to.

A giant loop hole provided by the NRA. Private transfers(sales) are still legal.
