Who in the world would let cars go under a bridge, that does not have the support structure, and test it at the same time? That is insane! Building the support first would make sense, but who says common sense exists anymore in some places?
Uh, that would be our government officials - they hardly ever make mistakes or overlook things. Ask Sheriff Israel, he got 38 calls on the shooter and did nothing.
This whole thing is a waste of everyone's time and the Peoples Money. The Bridge was unnecessary.
Bet they put in another traffic light instead, a traffic loop or a bypass.....for millions less.
I would not be surprised if this project was behind schedule and somebody was pushing it to show progress—consequences be damned. Kind of like the space shuttle Challenger.
Two word: Public education
We don’t need any stinking support gringo. There you go using English like your special or something.
“Who in the world would let cars go under a bridge, that does not have the support structure, and test it at the same time?”
Answer: Florida, the same state that essentially “allowed” Nick Cruz to go on a killing spreed at Parkland High School. I had a different impression of Florida until these latest events, now I rank it right behind New Jersey and Illinois as an “emerging $hit hole state!”

I’m not sure that is as much the issue as, who would let pedestrians walk on a bridge without all its supports. This bridge was open to pedestrians when it collapsed.
