The police officer is responsible for public saftey and acts to protect the public. He/she is going to need to act differently.

Yes, exactly. He is going to need to act differently. Whereas most people would act solely in their self defense, when they are afraid for their lives, the cop must act as the authority. He must be held to a higher standard instead of letting him blast away out of fear or recklessness. There really is no reason why a cop should be allowed to shoot in a circumstance where a private citizen could not.

You refute your own words. The private citizen does not have to act, the cop must step in. If the citizens around him get hurt he has failed. Hind sight is 20 20.
