First, we have the threat of a new tax on internet sales even when the company in question has no physical presence in the state.

Too late, at least in California. Amazon has been slapping on California sales tax on purchases made out of state for a few years now.

Verizon and AT&T have pledged billions of dollars of new investment now that the net neutrality rules are gone.

I believe Verizon, as they are innovators and aggressively expand. AT&T, OTOH, is very selective and timid when it expands. The DSL in this area (when it's available) is still only 6Mbs, and they refuse to expand, to the surprise of those building new homes here when they find they cannot get internet service...
