I don't think there will be any major influx of babies for the government to care for.

If the single mother on welfare disappears, so will the "make babies for fun and profit"

Maybe add involuntary sterilization to the mix if you go out and get pregnant again after "we've" dealt with your first one.

It's all psychological.
