Give it to him. He’s a small fish and I want the big kahunas. Give him immunity and then make him sing like a canary. If he plays one little game though, lock him up for life.

The problem with that is that if he gets his immunity, when the time comes to testify he will pull a “...I don’t recall ... I don’t remember...” trick. Then he’ll walk and Congress will get nothing and not do anything about it.

What can possibly come of this? We all know who is guilty BUT America does not appear to have an HONEST DOJ who are willing to iindict, let alone even allow Congress to see the documents. We are never going to know what is in the IG report and it is being slow rolled past the Nov election BY DESIGN.

Nothing wrong about getting the small fish... get enough of them, do it loudly so hat all the fishes see, and then small fish lose their loyalties and won’t want to risk helping the big ones.
The reason the big fish get into power is the steadfast loyalty of the little fish, which is secured by the protection provided by the large ones.
