I'm sure if you pick and choose which imports to exclude, you can show a trade surplus with every country.

True. But the difference is that in the case of Canada, the oil we import from them has replaced oil we used to import from the Middle East. So it was only a matter of WHICH foreign country supplied the oil.

It's no coincidence that both Canada and Mexico surpassed Saudi Arabia as the largest foreign sources of imported oil to the U.S. within about five years after NAFTA was signed.
