I think what he said was the cost savings would be a side benefit. He sort-of conceded that this was a small concession to Kim (probably to help him save face).
Does not hurt our readiness - we are still training, just a pause in large-scale maneuvers.

Good insights. War games tend to be used as shows of might and capability to crush. To suspend them as a show of good faith (and as you say, to let Kim save face) seems more than reasonable, since the US forces can always fire up an exercise later if that kind of show of force is necessary. The real question is:
Why would a US senator publicly challenge the president of his own party regarding a perfectly reasonable negotiation technique?
